"rarely works" You literally only have to press a key to reach a window or a pallet. It was not designed exclusively to dodge the killer's hitboxes.2 -

Here we have a clear example of someone who does not know how to do bones 😁 Also, NOED can be easily disabled with a totem, while DH has a cooldown of 40/50/60 seconds.. Is not the same.1 -

If so, its power would be very easy to counter. You would literally just have to walk to confuse the killer while she's in her phase.2
